The FIA, the Fédération Internationale de l’Automobile, is world motorsport’s governing body: it writes and enforces the rules of Formula 1, officiates every session, licenses the drivers, cars and circuits, and sanctions the championship itself. It is worth separating that from the sport’s other half early, because the two get blurred constantly: the FIA governs the sport, while Formula 1 the company, under Liberty Media, owns and runs the commercial side, from race promotion to broadcast deals. The relationship between the two is formalised in the Concorde Agreement, the private contract that binds the FIA, the commercial rights holder and the teams together. It is a distinction worth having straight from the start, because almost every governance question a fan asks, from who can penalise a driver to who decides where a race is held, comes down to which side of that split the answer…
