The Premier League is set to introduce a series of new officiating guidelines for the 2026/27 season, with the aim of improving consistency, reducing time-wasting, and ensuring fairer competition.
Following discussions between the Premier League, Professional Game Match Officials Limited (PGMOL), and the International Football Association Board (IFAB), referees have been instructed to adopt a stricter approach to several aspects of the game.
(1) Stricter Action on Holding
Referees have been directed to penalise players who deliberately hold or impede opponents, particularly during set-pieces. Defenders who focus on grabbing attackers rather than challenging for the ball are expected to face tougher punishment, with more free-kicks and penalties likely to be awarded throughout the season.
