Public policy discussions sometimes begin with a narrow question and, through a useful exchange of ideas, reveal a much larger one. The ongoing conversation on the cost of collection retained by Nigeria’s revenue generating institutions has followed that path.
Professor Uche Uwaleke initiated the debate by making a compelling case for reducing the statutory percentages retained by the Nigeria Revenue Service, the Nigeria Customs Service and the Nigerian Upstream Petroleum Regulatory Commission. His central concern was immediate and understandable. Nigeria urgently requires additional fiscal resources to address infrastructure deficits, food insecurity, rising living costs and other pressing developmental needs. Reducing the deductions made before revenues enter the Federation Account could release substantial resources without imposing new taxes or increasing public borrowing.
